What is expected

Do not treat a proposal as law

Before changing equipment or contracts, verify whether a final rule has been published, its effective date, which vehicles or transactions it covers, and whether a transition period applies.

Small-fleet checklist

Assign responsibility for monitoring FMCSA, NHTSA and the Federal Register. Keep dated compliance notes and distinguish clearly among an agency agenda, a proposed rule and an enforceable final rule.
